Our original draw date was to be on the feast day of St. Laurence – August 10, 2016. We are still a bit too far from our goal of 1000 tickets sold to be able to draw that day.

We will continue to sell tickets before and after masses and you can still call to purchase your ticket over the phone, but…

 

Our “Pay-off-the-Debt” Fundraiser will be extended thru September 30, 2016. The Grand Prize Drawing will be held Sunday October 9, 2016 after the 11:00 am Mass. IF ALL TICKETS ARE NOT SOLD BY SEPT. 30, 2016, THE PRIZES WILL BE PRO-RATED. Thank you for your support.

RULES OF THE “PAY OFF OUR DEBT” RAFFLE

Official Raffle Rules of the St. Laurence Catholic Church, Elgin, IL 60123 (SLCC) Pay Off Our Debt Raffle (Raffle).

The “Pay Off Our Debt” Raffle commences Saturday, April 9, 2016 and concludes on Wednesday, August 10, 2016 (the Raffle Period). The raffle will be conducted under one or more licenses issued to St. Laurence Catholic Church, Elgin, Illinois (SLCC) and will benefit SLCC. The SLCC is a not-for-profit corporation that is exempt from federal taxation under Section 501 of the Internal Revenue Code. The Raffle Managers shall be Rev. Andrew Mulcahey, pastor of SLCC and Sharlene Huske, Constance Sajtar and Joseph Malas, members of SLCC parish. By purchasing a raffle ticket, each entrant agrees to be unconditionally bound by these rules. The Raffle Managers are not eligible for raffle prizes.

Eligibility: Entry purchaser, and anyone to whom an entry purchaser legally transfers an entry, must be either a business entity, non-profit organization or an individual 18 years of age or older at time of entry purchase. Entry purchaser must be a U.S. citizen or U.S. resident with a U.S. taxpayer ID number. All federal, state and local laws and regulations apply.

Prizes: A total of seven (7) prizes will be awarded as follows:

Subject to the conditions stated herein, four (4) Early Bird drawings will take place as follows:

  1. May 22, 2016 in the amount of $1,000
  2. June 19, 2016 in the amount of $1,000
  3. July 3, 2016 in the amount of $500
  4. July 17, 2016 in the amount of $500

Subject to the conditions stated herein, the Grand prize and 2nd and 3rd Place drawings shall occur on August 10, 2016 at the St. Laurence Catholic Church Feast Day Celebration, at St. Laurence Catholic Church, Jewett and Standish Streets, Elgin, IL 60123.

  1. Grand Prize drawing in the amount of $25,000
  2. 2nd Place Drawing in the amount of $5,000
  3. 3rd Place Drawing in the amount of $3,000

All entries are eligible for all prize drawings depending on when the tickets are purchased. To be eligible for the Early Bird drawings, your ticket must be purchased prior to the date of the specific Early Bird drawing.

The person who sells the Grand Prize ticket, provided the entry stub of which contains the name of the seller on the appropriate line, will receive $5,000.

Notwithstanding the above, all 1,000 tickets must be sold at a single price of $100 per ticket, as a condition precedent to the holding of the Grand Prize, 2nd place and 3rd place drawings.

One thousand (1,000) tickets will be sold. Each ticket will be separately numbered in serial form. Payment must accompany purchased ticket and may be paid by personal check, cashier’s check or cash, and the raffle ticket shall serve as the entrant’s receipt. A Raffle Manager shall maintain a registry of the name, address and telephone number of the owner of each ticket sold. Raffle prizes will be issued only to the registered owner of a winning raffle ticket. The Raffle Managers shall reserve the right to disqualify entries deemed invalid by reason of improper or insufficient payment, material misrepresentation of fact by the purchaser or any other rule violation or material defect which renders the awarding of the prize improper, illegal or practically unfeasible. Neither SLCC nor the Raffle Managers, or any of them, shall be liable for any alleged losses arising from defective printing, lost or misdirected proceeds of sale, lost or misplaced or destroyed or otherwise unavailable ticket, or any other failure of performance, beyond the refund of the sale price of a ticket or tickets, as determined in the sole discretion of the Raffle Managers, or any of them.

If 1,000 tickets are not sold by 4:00 p.m. on August 5, 2016, the Raffle Managers reserve the right to extend the drawing for up 60 days and no drawings will be held on August 10, 2016. If at the end of any such extended period all 1,000 tickets still have not been sold, the drawings shall be held and the prize values prorated based on the total number of tickets sold compared to the 1,000 ticket maximum. For example, if 800 tickets are sold out of the 1,000 maximum, all prizes will be awarded at 80% of their full value. Seller prizes will be similarly prorated, but Early Bird prizes will not be prorated.

Cost: $100 per ticket. Tickets can be purchased by cash or personal check or cashier’s check payable to “St. Laurence Parish Raffle”. Only one method of payment is accepted with each ticket.

Any person requesting a ticket or tickets to sell will be solely responsible for the cost of each and every ticket, I.e. a person taking 2 tickets to sell will be responsible for the payment of $200 for the Raffle, unless all unsold tickets are returned to the Raffle Managers on or before August 5, 2016.

Recording and Ticket Accounting: All tickets will be verified and accounted for by the Raffle Managers prior to pulling the winning ticket on August 10, 2016 or whatever date to which the drawing may be continued.

Selection of Winners: The Early Bird Drawings will be held at the St. Laurence Catholic Church Parish Office, 565 Standish Street, Elgin, IL 60123.

The Grand Prize Drawing and 2nd and 3rd Place Drawings will be held on August 10, 2016 or whatever date to which the drawing may have been continued. Winners NEED NOT BE PRESENT TO WIN any prize. A list of all prize winners will be posted on the SLCC website and in the church bulletin.

In the event of a winning ticket entry having more than one name on the front of the ticket stub, the ticket shall be deemed invalid. Ticket stubs must contain the following legible information to be deemed valid: one individual’s name (first and last name), phone number and address. Verification of the validity of each raffle ticket and conformance with these Official Rules shall be made in the sole and absolute discretion of the Raffle Managers.

Notification of Winners: Each winning entrant will be deemed the winner of the prize for that particular drawing and will be notified by phone based on the information provided by the entrant on their raffle ticket. If a winning entrant cannot be located or fails to respond to good-faith attempts of contact by 4:30 p.m. 30 business days after the specific drawing date, the raffle prize shall be deemed forfeited and the prize shall revert to SLCC. By accepting a prize, each entrant shall be deemed to grant his or her permission for the use by SLCC of his or her name and likeness for advertising and promotion of the Raffle and of SLCC without further compensation. Monetary prizes shall be paid by check and are required to be claimed at the parish office. All winners are required to show a valid photo ID and proof of tax identification number prior to issuing a prize. The selected winners will be issued a W-2G, be required to complete a W-9 form and the amount of winnings will be reported to the IRS on all awarded prizes of $600 or more. The selected winners awarded prizes of $5,000 or more are subject to 25% federal income tax withholding. All prizes are subject to state withholding tax. The federal and state withholdings will be deducted by SLCC from the winning prize amount, and the winners will receive the net amount, inasmuch as these withholdings are required to be collected at the time the prize is awarded.

Shared/Split Ticket: Businesses, companies, non-profit organizations and individuals may purchase a ticket or several people may share the cost of the ticket. Only one person shall be designated to receive payment and that person’s name, phone number and address shall be written legibly on the front of the ticket stub. If more than one individual’s name (first and last name) is written on the front of the ticket stub, the ticket will be deemed invalid. The named individual is responsible for any and all federal, state and local taxes, fees, assessments, and the charges associated with the prize. If any information required to be on the ticket stub is missing or illegible, or if the ticket stub contains more than one individual’s name, the ticket is deemed invalid and the prize will be forfeited and shall revert to SLCC.

Return Policy: All purchases of raffle tickets are non-returnable and non-refundable.

Proceeds: The net proceeds of the Raffle will benefit SLCC parish debt.

Dispute: In the event of a dispute or controversy, the Raffle Managers will rule and their decision is final.

Taxes and IRS Rules: All winners are responsible for any and all federal, state and local income or excise taxes, fees, assessments and like charges associated with the prize. The Raffle will follow the IRS rules and regulations in effect at the time the prizes are awarded. The IRS has taken the position that amounts paid for chances to participate in raffles, lotteries or similar programs are not gifts and, therefore, the price of the entry does not qualify as a deductible charitable contribution. Check with your qualified financial advisor for additional information.

Privacy: By entering the Raffle, entry purchasers agree that their information provided in connection with the Raffle entry may be used for communications promoting SLCC and the Raffle and future raffles sponsored by or conducted for the benefit of SLCC. An entry purchaser may subsequently “opt-out” of the receipt of such communications by emailing SLCC. Other than as provided herein, an entry purchaser’s information will not be shared with or sold to any other person or entity.

General Conditions: The Raffle is subject to these rules, and no other written or oral representations shall alter or affect the validity and applicability of these rules, unless required by law. By accepting a prize, the entrant releases SLCC, the Raffle Managers, the parish council, and any person materially participating in the conduct of this raffle from any claim or liability arising from the conduct of this raffle, and in no event shall any entrant claim damages in excess of the purchase price of his or her ticket or tickets. SLCC and the Raffle Managers reserve the right to disqualify any entrant deemed in its or their discretion to be in violation of these rules. Any dispute regarding these rules or the conduct of the Raffle will be governed by the laws of the State of Illinois and the venue for any proceeding to enforce, interpret or vacate these rules, or to impose any claim of liability against the above-named entities and individuals arising from the conduct of the raffle, shall be the Circuit Court for the Sixteenth Judicial Circuit, Kane County, Illinois.

Waiver/Limitations of Liability: Entry purchasers, by participating (and winners, by accepting a prize), release SLCC, the Rockford Diocese, the Raffle Managers, SLCC parishioners, partners, representatives, sponsors, independent contractors, and each of their respective directors, officers, partners, employees and agents, including advertising and promotion agencies, from any and all liability with respect to participation in the promotion, possession, use and distribution of the prize(s) awarded.

If a potential winner does not comply with the Official Rules, the potential winner will be disqualified and the prize will be donated to SLCC.
